Can I PvP at level 40? (asmo)

I'm new to the game so I have yet to fully understand how PvP works. From what I read it said most PvP happens in the abyss, but whenever I'm there I don't see anyone. It seems to be pretty deserted. However, I've seen some videos of people PvPing in places that look nothing like the abyss so I'm guessing the game also has world PvP in that one lower region of the world that requires rifts to get to which I'm assuming is the opposing factions region?

So my next question from there is how do I find a rift? From my understanding rifts have seen a rediclous amount of changes so finding anything up to date all becomes confusing. My current understanding is rifts don't spawn on the fast track server and they no longer spawn in low level zones? Like say I wanted to go from Morheim to Eltnen...do those still spawn? If so how do I find them. I know I'm gonna get ganked by a level 65. That's fine. Even at a low level it still teaches me general mechanics so by the time I'm 65 I'm not totally lost.
